Jouno calls himself 'society's evil' which is a pretty good description of his core characteristics. He's a sadist who enjoys the pain and anguish other people go through. If he has a chance to make someone squirm, he does so gleefully to the point he is regularly reprimanded by his teammate, Tetchou, for going too far.
Jouno plays games with the people he catches. On one such occasion, he offered his sword to a group of bank robbers and told them that anyone who could effectively stab themselves through their stomach until the tip of the sword came out of their backs would be allowed to go free. When they attacked him instead, he swiftly killed them and thanked them for the sounds of their desperation and despair.
Jouno usually appears cool and collected, but under Jouno's mask of a composed individual lies a hot temper. This shows most often with his partner, Tetchou, as Tetchou's lack of intelligence grates on Jouno's nerves the most. He's often seen losing his cool and berating Tetchou for various things, such as his choices in food and how stupid he is. He loses his temper other times as well, even going so far as to draw a gun on his Commander for making him smell something bad.
While Jouno likes to appear like he has it all together, he is often complaining about minor annoyances. Much of his inner dialogue is about how he doesn't want to be there or how he wishes someone would die. He's quick to wish death on most of the people he comes across.
Jouno's loyalties lie only to himself. While he is a member of the Hunting Dogs, he makes it clear that he doesn't care for their mission nor does he care about doing good for the sake of doing good. Originally a criminal executive in a criminal organization, Jouno betrayed his group and joined the opposite side when he became military by joining the Hunting Dogs.
Even as a Hunting Dog, he states that he doesn't care if what they're doing is right or wrong. He's only there to hear the suffering of others. He's later asked to betray the Hunting Dogs by his Commander and chooses not to, not because he feels any loyalty to them, but because he enjoys the praise he gets from the job. It's clear that Jouno feels no loyalty to his Commander or to the Hunting Dogs themselves -- he simply wants to be where he can do what he enjoys doing and reap the most benefits for it.
Abilities: Jouno is a Hunting Dog and an augmented ability user.
Super Strength: It's said that fighting a Hunting Dog is like fighting 1,000 men at once. Jouno shows his strength in a few ways in the manga, including breaking a car door by kicking someone out of it and stopping bullets that were strong enough to pierce through a person and shatter the ground beneath them.
Super Speed: Jouno has super speed as well, and is capable of catching bullets in mid-air. He's also able to run faster than the average person and travel great distances in short amounts of time.
Heightened Senses: Jouno is blind, but his other four senses are heightened. His hearing, for instance, is shown to let him listen up to 500 meters away if he puts his ear to the ground. He can hear heartbeats and the movements of muscles, oftentimes telling him what people are truly feeling. He also has an increased sense of smell which he often complains about.
Priceless Tears: Jouno is an ability user with an ability called Priceless Tears. Priceless Tears lets Jouno turn into cell-sized particles, essentially becoming dust. He uses this to avoid attacks and pass through vents/under doors/etc. He's weak to fire in this form.

Questions: More a statement than a question since I talked this over with Jenni a little and I believe she asked the mod team, but the Hunting Dogs need surgery once a month to keep up their abilities or they rot away and die.
